If you count the filler the Enies Lobby arc is 49 episodes. That being said, it's also a continuation of the Water 7 arc which is 35 episodes, and then there's the 2nd Water 7 arc which is another 13 episodes and includes a few filler episodes. If you put all of those 3 arcs together and just consider the whole thing one giant arc, it is 97 episodes.
